Sr. Jacqueline Huan Chie Sze

Jacqueline Huan is an Associate Director at Turner & Townsend (T&T) with 13 years in the built environment sector. She has in-depth experience in providing cost management services and contract procurement strategies in wide-ranging projects such as residential, offices, retail, mixed development, aviation, educational, healthcare and industrial. She is familiar with different types of contracts (i.e. PSSCOC, SIA and REDAS) used in both public and private sectors. She obtained the Accredited NEC4 ECC Project Manager in early this year and is currently working for NEC pilot projects in Singapore as a supporting professional to the NEC Advisor.

She has strong experience in prefabricated prefinished volumetric construction (PPVC) projects. The 1st PPVC projects that she worked as a Project QS in her former Employer (Arcadis), The Woodleigh Mall and The Woodleigh Residence, has helped Jacqueline become a subject matter expert for PPVC, in which she has contributed to a research piece on VIEWonValue, a publication by the Dutch Association of Cost Engineers in 2023. Her PPVC experience has supported her current employer (T&T) in winning their first residential project.
In Arcadis, she was selected for the Arcadis Global Shapers Program 2015 – an annual program from 2012 which gathers 100 best early career professionals within Arcadis worldwide. She was also part of the Arcadis Singapore Leadership Development Program 2016. In T&T, she is one of the 20 women leaders in the Accelerate Asia Leadership Program 2024. She is the Sector Lead of Government and Public Sector for T&T Singapore, leading and executing Singapore's business strategy for the Public Sector segment.

Jacqueline is active in the industry and academia. She is the Young Achiever of the Year for RICS SEA Awards 2023 and the shortlister for Women of the Future Awards 2024 Southeast Asia in Property, Infrastructure & Construction Category. She has served as the council member in the QS Division of SISV from 2019 to 2025. She is an active Young Quantity Surveyor in the region, participating in the Pacific Association of Quantity Surveyor (PAQS) YQSG program since 2018. She is the Chairlady of the International Cost Engineering Council (ICEC) Rising Professionals (RP). She participated in the PAQS Iwata Essay Competition, winning Highly Commendable Award in 2016 and 2017. She was also part of the organising committee for PAQS Singapore 2022, and the co-emcee for the two-day congress.
She is an Adjunct Professor in NUS, teaching the module “Measurement (Building Works)” from 2022. She has submitted and presented technical papers in PAQS Congress since 2018. The topic of her papers ranged from productivity, digital, sustainability and innovation. Hoping to attract more people to come forward to the QS and BE sector, especially to the young generation, Jacqueline initiates a series named “I am QS” on Linked In. The series written in English and Chinese is a sharing of her day-to-day work encounters and thoughts on her work experiences, hoping from a personal and light-hearted angle to bring a different perspective of BE professionals to the public.
