Ms. Audrey Tee Hui Leng
Senior Vice President
CPG Consultants Pte Ltd

As Singapore’s mega projects become more complex, the traditional focus on time, cost, and quality alone is no longer enough to ensure successful delivery. Today’s projects demand leaders who can integrate project management skillset and technical excellence with empathy, adaptability, and the ability to balance multiple priorities seamlessly. These qualities—often exemplified by women project managers—enable not just project completion, but project success in its truest sense. Audrey Tee Hui Leng is a shining example of how this distinct leadership style is transforming the built environment sector.

A Professional Engineer (Civil) with nearly three decades of experience and recipient of the Gold Award in her Master of Science in International Construction Management at Nanyang Technological University, Audrey has helmed project teams for some of Singapore’s most technically challenging national projects, including the Singapore Management University and St Andrews Village, to leading major infrastructure projects like Dover MRT station, Sentosa Gateway, Deep Tunnel Sewerage System (DTSS) Phase 2, and the Woodlands Checkpoint Extension. These projects, marked by scale and complexity, demanded far more than engineering expertise—they required a leader who could unite multidisciplinary teams, navigate competing stakeholder interests, and remain calm under pressure. Audrey’s empathetic yet decisive leadership ensured these projects were delivered safely, sustainably, and in harmony with national and community priorities.

What distinguishes Audrey is her ability to blend project management expertise with technical excellence as well as human-centred leadership. Women project managers often bring a holistic perspective to their roles, balancing structure with flexibility and authority with compassion. Audrey embodies this balance. She is admired for her composure in high-pressure environments, her capacity to multitask across project, client, and team needs, and her empathetic approach that fosters trust and collaboration. These qualities have enabled her to inspire confidence in clients, earn respect among peers, and build loyalty within her teams.

Her impact extends far beyond project delivery. Within CPG Consultants, Audrey mentors younger engineers and project managers, encouraging them to innovate and grow not only as competent professionals but also as leaders who value relationships, teamwork, and resilience. She had also been an active trainer for the SPM–BCAA Project Management Course, generously sharing her expertise to strengthen industry capability. This nurturing approach reflects the empathetic leadership style that women bring to the profession, and Audrey has helped shape a culture where collaboration and continuous learning thrive.

Audrey’s leadership also reaches deep into the community. Since 2009, she has volunteered in grassroots roles and now currently serves as Chairman of the Thomson MacRitchie Residents’ Network and Chairman of the Marymount/Thomson Community Club Management Committee. Her professional expertise has directly benefited residents—whether through estate upgrading initiatives, creative design solutions like transforming natural slopes into children’s play areas or spearheading the successful completion of the Thomson Community Club despite post-pandemic related challenges. For her dedication, she was awarded the Pingat Bakti Masyarakat (Public Service Medal) in 2024.

Audrey combines strong project management expertise with the empathy, adaptability, and multitasking skills that women project managers uniquely bring to the profession. “Young-at-heart” in her energy and outlook, she continues to inspire confidence, nurture future generations of project leaders, and uplift society by ensuring that her projects and service leave lasting benefits for both communities and the nation.
Audrey's Quote:
Am indeed humbly honoured to receive the AWiCS–SPM Woman Project Manager of the Year award. This recognition affirms Technical Project Management where PM skillsets are inculcated with engineering expertise to lead complex projects and advancing our profession. I hope it inspires more women to step forward with their gifts, lead with heart, and “To not only built structures but to build communities”.
