Alvin graduated with a degree in Environmental Engineering (First Class Honours) from Nanyang Technological University and completed his MSc in Systems Engineering Management (with Distinction) from University College London. He is also a Chartered Engineer (EPM) with the Institution of Engineers Singapore.

Driven by his passion for rail infrastructure, Alvin started his career with the Land Transport Authority, honing his skills in construction project management over 16 years and specialising in tunnel construction. He currently oversees the design development and tender for the upcoming Cross Island Line Phase 3.

As part of his career development, Alvin was seconded for two years to the Public Service Division, Prime Minister's Office. As the desk head for all Public Service engineering agencies in the Infrastructure and Environment cluster, he drove the building of Public Service engineering capabilities and guided agencies in developing their Strategic Workforce Plans for engineering talent management. Today, Alvin remains passionate about public service engineering, workplace inclusion and people development.
