Ms. Finn Tay

Finn Tay is the Group Director of Engineering and Chief Sustainability Officer at JTC Corporation, a role she assumed in July 2024. She oversees four key divisions: Technical Services, Reclamation, Future of Building and Infrastructure, and Workplace Safety and Construction Quality.

She leads JTC’s transformation in engineering and the built environment, driving initiatives in digitalisation, sustainability, automation, and construction quality to align with national goals for green growth and decarbonisation.

As CSO, Finn advances sustainability efforts across JTC projects, focusing on carbon emissions, electrification of construction equipment, green technologies, and circular practices. She works closely with government agencies to support Singapore’s low-
carbon transition.

Finn began her career with JTC in 2004, managing infrastructure works in Tuas and Jurong Island. She subsequently moved on to lead major reclamation projects, overseeing the full project lifecycle—from planning and conceptual design to implementation in collaboration with consultants and contractors.

In 2015, she was appointed Director of New Estates Division 1 to spearhead the planning and development of two flagship next-generation estates: Jurong Innovation District and Woodlands North Coast. These estates are modelled as integrated, mixed-use precincts that cluster synergistic industries and reduce operational costs through shared services and sustainable urban infrastructure.

Finn holds a Bachelor of Engineering (Civil Engineering) from the University of New South Wales. A strong advocate for gender diversity in the built environment sector, she serves as Treasurer of the Association of Women in Construction, Singapore. She is also an accredited Professional Project Director with the Society of Project Managers (Singapore) and a Chartered Engineer with Institute of Engineers Singapore.
